Great question, Connie.
Two main things come to mind. It mostly depends on what you want for a final product.
Photo Story is really simple. Movie Maker requires more time and energy. Photo Story only works with pictures. It does not work with video files. You can combine video clips with stills in Movie Maker.
You can create royalty free music with Photo Story. That is important if you want to publish to YouTube. Narration is a snap with Photo Story.
We use Photo Story for slide shows and Movie Maker for videos. A cool thing to do is to make a slide show with Photo Story and use the resulting video as clips in a Movie Maker video. You can also use Movie Maker to combine multiple movies from Photo Story.
And, don't forget – Picasa can make a simple, straightforward movie from a slideshow with one music track.
