Not sure I understand. Is it a Windows 8 familiarity thing?
I use the Windows Search to get the things I need. Just be on the Start Screen and type the program or file you want to use. Click on the results and you are there. If you right-click on the result, you will get choices to pin to Start or pin to Task Bar.
Generally, to put a tile on the Start Page, click on the little down-arrow near the bottom left of the tiles. This will open all your apps. Find the App you want to use and right-click it. You will get the choice to pin to Start.
You can drag the tiles around to make a convenient and Custom Start Screen for you.
