It really depends on exactly where you are when it asks for your ID and password. Apple does like to verify this often. You may be able to ignore it in some places – just try to continue and see if it lets you. But … most times it won’t.
There is a setting to turn off the need for password when you’re installing a free app. You’ll find that in Settings->Apps and iTunes->tap on your Apple ID email address->now you should see the options about when to require and not require it. Of course, in order to turn off the requirement, you do need your password. Kind of a catch-22, but understandable.
