Is there a method to create albums for the pictures on the Samsung Galaxy SIII, or must I use the existing 4? I’m hoping to have albums similar to the Picasa albums

You can use Picasa Web Albums and then view them on your Smartphone.
If you go to your system settings, Accounts and Sync, Add Account … you should see the option for your Picasa Web Albums account, touch that, and enter the google Account email and password. Your Picasa Web Albums will now be part of your Photo Gallery – the online part. You’ll know they’re coming from your Picasa Web Albums because they’ll have a tiny Picasa logo in the lower right corner.
Any picture you take with your phone can be uploaded, using the share options, to your Picasa Web Albums. In fact, if you’ve joined Google+, they can be automatically sent to the ‘Instant Upload’ album.
