If it’s a YouTube video – I assume you mean a link to YouTube. To get a video from youtube to Google Photos, you would need to first download it to your computer, then upload to Google Photos. YouTube only gives you the ability to download a video if you own it.
So, if it’s not your YouTube video, you can’t get it to your Google Photos.
If it is an attached video file, then you should see an icon to download it to your computer. Maybe you can ask for the original video rather than the YouTube?
