This is scary allright!!
On cell, All of a sudden, I’m getting a blue ring (size of fingertip) whenever I touch the screen.
Not a big deal – till I tried to copy text, etc., won’t highlight – this (see attached¹) pops up. Is it something new or have I inadvertently enabled something else!?
Trying to attach screenshot¹ of text – not familiar w your popup – asking for source!

It sounds like you’ve turned on some Accessibility setting. You’re on Android, right?
Go to Settings, scroll down to Accessibility, then under “Recommended for you” you should see any options that are turned on. If so, turn them off.
