I am a new member as of today! I have Picasa 3 already but not used much but have lots of pics on it.

Q is:  Do I have to uninstall 3 before installing 3.9? If so, I’Confusedm not sure my pictures are backed up cuz I don’t know how to tell.

No, you don’t need to uninstall Picasa before upgrading.  Your pictures are stored on your computer’s hard drive separately from Picasa.  Picasa is just software that works with the pictures it finds on your computer.
