Just because you see a photo when you open the Google Photos app on your phone does not mean that it has been backed up to Google Photos account in the cloud. The Google Photos app acts as a gallery app on your phone and sees every photo you take. To see if it was uploaded to the cloud, go to the cloud – photos.google.com – and log in with your Google account. My be is that you will not see the photos there that were taken after you turned off Backup and Sync.
