How can I resize photos after editing?  Can you change the size in terms  of various parameters; i.e., longest side, number of pixels per side, total file size.

The way to resize using Picasa is by using the Export command.  It allows you to specify the longest side in terms of pixels, it will adjust the other side accordingly.  To control both dimensions, you need to crop accordingly before the export.  The file size will also be determined automatically although you can specify Image Quality – even at the highest, your exported photo will be much smaller file size than the original.
