Three times in the past two days I receive a notice that an update is ready to be installed.  Each time I've hit “later”.  When I close out of Picasa and try to go back in the logo flashes and that's it.  I go into search and install and all is ok until I get that little message.

I haven't seen that happen.

What is the reason you don't want to install the update?  It usually is an advisable thing to do.
