I have selected High Quality for my pictures. Do I have to pay the fee for more storage? Photos is all I am uploading, no files or anything else.

Yes, OneDrive does not have the option of choosing High Quality and getting free unlimited storage – it’s only Google Photos that does that.

If you want to continue backing up photos to OneDrive, you have 2 choices:

  1. Pay for premium – I pay $70/year for Microsoft 365 and that also includes 1 Terrabyte of storage. That’s plenty for me.
  2. Set OneDrive to sync photos to your computer, then move the photos from the OneDrive folder to some other folder on your computer – this clears the storage space in OneDrive so you can stay under the 5GB free allotment

Let me know of further questions.
