You could use Picasa’s backup to put your entire library onto external hard drive, then use Picasa’s Restore to get that on your new computer. But, you don’t need to. As of Picasa version 3.9, the Album info is stored in the picasa.ini file that resides in the same folder as all your .jpg pictures, so you can just use Windows to copy the entire My Pictures folder structure to an external drive then over to the new computer. OR – just leave them on the external drive and tell Picasa to Scan that – using Folder Manager.
The only thing that is in danger is your People/Face Recognition, that also is now saved right with the picture – IF you’ve checked the box in Tools->Options->Name Tags->Store Name Tags in Photo. See this article for more detail: http://picasageeks.com/2013/11…..-this-box/
