Making a Thumbnail size photo

In Picasa, export is the only tool you have. I don’t think it works with pictures that small … period.
Do you have windows? If so, the built in Photos app can open a photo, click the 3-dot menu in upper right and choose Resize. There’s a built in size for thumbnails. Give it a shot.
Personally, I would use Snagit from Techsmith to resize.
A free image editor that can do resizing is Irfanview.
