It depends on the format of the videos on the DVD. They need to be .mp4 files or .mov. There are others, but those are the most common. If the DVD is like a Theatre Movie type of DVD – those are stored in .vob files and can only be played on DVD players, not copied to digital files. So, that’s the first thing – you need to look at the contents of the dvd and see if you see a series of digital video files (mp4 etc.) or just one or two movie files (.vob)
If they are .mp4 then, you can copy them just like photos into your Google Photos account. On mobile devices you do have a few options for editing them – you can trim the beginning or the end. So, yes, you can trim them to just the clip that you want to share.
