We want to tag 4000 photos.  We have 20-4- possible tags.  Can we create a list of all tags to be used and then as we go from photo to photo select the tags that are appropriate and not have to retype numberous tags for each photo?

Well … you can have 10 “quick tags” assigned to the buttons at the bottom of the tagging pane. But there is no way to see the list of all your tags. I wish there was.

However if you keep a manual list of all your tags (just type them in a word document for example) It’s pretty easy to apply them.  Picasa will auto-correct to one of the existing tags as soon as you type a letter or two.
