You might not have to. It appears that Google Photos has been updated to download HEIC files into .jpg automatically. It works for me anyway.
Try this and let me know:
- On a computer, open your Google Photos, and open the HEIC photo you want.
- Click the 3-dot menu in upper right and Download
- Choose a folder and Save
When I did this a few months ago, the results was an unreadable HEIC file. When I did it today, I get a .jpg
Let me know.
Meanwhile, I still recommend changing your iPhone settings to not use the HEIC format until Windows and Mac catch up.
