Phyllis,
What exactly is the message? “Cannot save changes?” or Save Copy?
Here is an article about editing in Google Photos, a recent Youtube show is included at the end.

So editing is different since I’ve done it. It now gives a choice of warm, enhance, etc and then crop. I crop and then it save and it gives a choice of save as a copy or just save. I hit Save you can undo these changes and it says File cannot be saved.

Yes, the editing menu has gone thru some changes on the mobile app. Especially on Android.
Check to be sure that your setting for Backup and Sync is ON. That is necessary in order for Save (as opposed to save copy) to work.
If that doesn’t help, try doing the editing on the computer/web version rather than the phone.
