Perhaps it’s because I’ve switched from XP to Windows 7, but I can’t remember how I used to draw and manipulate a line or arrow in text that I entered on a photo.  Kindly remind me or teach me.

Well, in Picasa there really are no drawing tools for things like lines or circles. Adding Text is easy with the text tool on the basic fixes tab.  Here’s a video on Adding Text to Pictures.

As for arrows, here’s a tip on adding arrows to pictures.

And, lastly, if you click on the Edit in Creative Kit button, you will find a Doodle feature on the decorate tab where you can draw freehand.
