1. When I open my PICASA APP on my Samsung S3 to DELETE a Web Album, I go to MENU and when all the tabs pop up, I tap “Delete this album”. Then the “OK or CANCEL” comes onto the screen so I tap the OK.
Then I get this error message —
Task failed for java.io.IOException:responded with error code:403
2. Are pictures in PICASA Web Albums actually safe from me accidentally deleting the original pix from my computer and my S3???

Your first question looks like a problem with the APP. Picasa Web albums is now Google+ Photos – I use the Google+ App on my phone to view them. If you really want to delete the album – it is a lot easier to do that using your computer than your phone. Click the thumbnail below to see a screenshot of the Delete Album command in Picasa Web Albums on the computer.
As for number two – Picasa Web Albums is a copy of the pictures from your computer. Deleting the ones on your computer will have no effect on the Web copy unless, you used the Sync Web Album feature. You can tell if you did by the little sync symbol on the album icon.
What you’re looking at on your phone is a different animal. My bet is that those pictures are not on your phone at all, the Picasa App is simply showing you your account’s Web Albums. If you delete them there – you are deleting your Web Album.
To test this and see if it’s true … turn off your phone’s Internet access. The easiest way is to put it into Airplane mode. Now try to view your Picasa pictures. My bet is that you can’t.
