Yes, it’s called “Recover Storage”
Open photos.google.com and click the gear icon for Settings, then make sure the “Storage Saver” is selected and click “Recover Storage” Click the thumbnail image below to see a screenshot.
What this does is to retroactively compress all existing photos and videos to the storage saver size. It should reduce the storage usage by at least half. It may take a while – a day or two.
