Robert,
A correction … pictures that you Import to your computer do NOT go to a 'picasa file.' They are placed in “My Pictures” and Picasa sees them there. Your pictures are only on your computer in ONE place, that is the My Pictures folder. Picasa works with them there. If you delete a picture using Picasa it is deleted from your computer – gone!
Picasa is just your tool for working with the pictures in the My Pictures folder (or wherever else you may tell Picasa to look)
If you edit a picture using Picasa … for example, crop a 2 person picture so it only shows 1 person …. Picasa stores the instructions for the crop in the picasa.ini file. It doesn't change your original picture unless you Save. If you use Picasa to view the picture, you will see the cropped version (1 person) but if you look at the picture outside of Picasa you will see the original, 2 person, picture.
If you want to see the edited, 1 person version, using Windows explorer, powerpoint, or any other software besides Picasa – then you need to either Save (File Save) or Export (button at the bottom of Picasa).
Please watch the following Show-Me Videos in the Picasa Learning Series:

- #9: Delete and Rename
- #31: Don't Save
- #32: Ways to Save
- #33: Export
