I installed the new windows 8.1, and had a lot of pop up adds. I want’ed to restore, but could not find a restore place.

Saw a refresh so I thought this might be the new restore, wrong. When I refreshed I lost my office. Question is can I

restore and get my office back?

It probably is not possible to restore now and get Office back, unless you can undo the system restore.

Nothing I know of in the upgrade to 8.1 would generate pop up ads. I did not have that experience when I upgraded. It is probably something else. Anyone else have that experience?

Restore has been (mostly) replaced by Recovery.

You can use a third-party application to create an image backup of your drive which enables you to restore your system to an earlier point in time.

You should not have lost your programs or files with a Refresh, but things have changed with 8.1. You can lose recently installed programs whenever you perform a system restore. It depends on the timing.
