When I open Picasa, on the left hand side, it Says People” unnamed and then “2,368; 4381 to scan”.

 

I don't even have that many photos. What is going on???

One thing it could be is multiple faces in a photo. Picasa looks at each photo and splits out each face in the photo, so if you have a photo with 10 faces, that is one photo, but 10 faces. In a street scene, there could be 40 or 50 faces. You won't recognize them, but they are faces to Picasa. You can choose to ignore anyone you don't recognize and you can click on any face to expand to the whole picture.

I agree that counts each face in each picture.  That most likely accounts for the number you're seeing.
