I plan on downloading PdaNet for Andeoid so I can tether my Galaxy S3 to my Windows 7 laptop for internet access. My question is, will the download reside on the phone or my computer? I don’t know which device to download it to, the phone or the computer.

Go to your Play Store on the phone and download it there. If you use it as a hotspot, that’s all you need. If you want to tether it to the computer with a cable, you will also need software on the computer – go to pdanet.com for all the details.
