I understand it is possible to test my internet download and upload speed at any given point of time.  But how?

There are several websites that will test your connection speed by downloading and/or uploading specific files and measuring the time it takes.  We normally use http://www.testmy.net – you'll see a big button names Express Test, just click that and wait.  Don't do anything else while this is working.  If you want an accurate number, you should perform the test several times.

Another one is BroadBandReports.com
