The article I read on DroidForum.net about this FCC/Verizon case says that you are allowed to tether with an independent app if you pay for a fixed data plan with Verizon. But you are not suppose to tether using an app like PDAnet if you have an “unlimited” data plan with Verizon. Not sure Verizon can enforce that.
