Is there a way with blogger to make pictures view only with blogger, no downloads or copying? I would like to post some of my best photos but don’t want them copied or downloaded by viewers.

Not really.
There is lots of information about protecting pictures online, here’s a google search to look thru. But, if it can be seen on the screen, you can always take a screenshot. The best way to protect photos is to watermark them. Picasa can do that automatically when you upload. Tools->options->google+ photos->watermarks.
Then use those pictures in your blog.
