The date that is saved with digital photos is the date it’s taken. If you take a picture of an old photo, you can change the date to reflect the date of the original.
I have tried to find what you have to say about being able to view Google Photos offline, but I can’t find anything you written on it.
I just found a tip about being able to view an album offline. Look at it online, at every picture, so it will be put in cache, then when you go offline, you will be able to see all of those photos.
