Picasa 3.9 added two more tabs of special effects  with 12 effects on each tab.  This video covers effects #13-18: Infrared, Lomo-ish, Holga-ish, HDR-ish, Cinemascope, and Orton-ish.  This is just a brief demonstration of each effect later videos may go into more details on individual effects that we use often.
