I have 1000 phots on my flashdrive; however, I only want to download (onto the Google cloud) about 600 of those photos.
Q: what do I do to indicate that I only want 600 of the 1000 photos to load onto the cloud?
You would have to select just the ones you want and manually upload them.

Your thumb drive would be just another folder.
The other method would be to copy the 600 to another folder on your computer and then let the desktop uploader know about that folder. Here’s a video about installing the desktop uploader: 395. Google Photos Autobackup: How to Install on Windows
