I uploaded Picasa photos in original and your book “Google Photos” says I convert to high quality.  How is this done?

To convert “Original” to “High Quality” you need to use the browser version of Google Photos, not a smartphone app. Then go to the 3-line menu, Settings, and click the button for Recover Storage. That will make sure that ALL photos in your Google Photos library is reduced to the High Quality size.
